What is a Conceptual Idea? 
In an effort to create a process that is informative, productive and beneficial to the Community, the Advisory Committees and ultimately the decision-making process of the Board of Directors we would like to change the process to incorporate Board awareness and authority at the beginning of the CI Process. This will include the Board of Directors assigning the CI to the CI Team for investigation and identifying which Committees the Board of Directors will be seeking advice from on that particular CI.
In addition, based on each Advisory Committees Charter we propose to prepare an outline for amendment, approval and adoption by the Board of what issues each Advisory Committee should be considering when offering their advice to the Board. This will be an outline for the committee, it does not mean they cannot look at other areas, it means at the very least there are certain areas that per their Charter they need to address in making their recommendation to the Board. This process will create focus by the Committees, because the item is assigned to them by the Board, not just given to them by the CI Team and will also create uniformity on how CI's are reviewed by a Committee. The CI Team would be responsible to provide the information or answers to the questions for each Committee outline as part of the CI report, so we are not asking that each Committee go out and do the investigating, just that they use the information relevant to their Charter to make their recommendation to the Board of Directors.

The amended CI Process was approved at the April 22, 2010 Board of Directors Meeting: 

1.    Homeowner(s), Charter Club representatives, Interest Group representatives, Sun City Grand Board of Directors or staff submit an idea for the community to the CI Team.

 2.   The CI Team assigns the "idea" a CI number and obtains, organizes and summarizes preliminary information about the "idea", such as:

a.     who requested it;

b.     what is being requested;

c.      why it is deemed to be needed;

d.     where it will be located or what locations are being requested or considered; and

e.     what committees the CI Team see as instrumental in the decision-making process and why.

  3.  At a Board Workshop the Board of Directors will:

a.     decide if the CI has merit and should proceed to investigation stage -or - if it does not have merit - close the CI with reason and

b.     (b) if the decision is to proceed with investigation the Board will then assign and authorize the CI Team to move forward with the CI investigation and assign which committees the Board of Directors require to review (and make recommendation to the Board) the CI upon completion of the CI investigation.

It is the opinion of the CI Team that this process properly places the CI assignment with the Board of Directors and provides the direction to the Advisory Committees as to the expectation of the Board of Directors.
